Every organization takes staffing seriously because the right people in the right position help in achieving the goals of the organization and if the wrong people are appointed in any position then it may create hindrance in achieving the goals of the organization. The organization prepares the staffing process according to its nature and appoints people accordingly.

According to Koontz and O’Donnell – “The managerial function of staffing involves managing the organization structure through proper and effective selection, appraisal and development of personnel to fill the roles designed into the structure.”

According to S. Benjamin – “The process involved in identifying, assessing, placing, evaluating and directing individuals at work.”

According to Koontz and Weihrich – “Staffing can be defined as filling and keeping filled positions in the organization structure.”

According to McFarland – “Staffing is the function by which managers build an organization through the recruitment, selection, and development of individuals as capable employees.”


Features of Staffing

Following are the features of staffing:

1. Managerial Functions:

Staffing is one of the most important functions of management because appointment of the right people at the right place is very important for the organization. The organization appoints highly qualified people for staffing who manage all the processes of staffing.

Organization is an artificial person, it cannot do its work on its own, that is why such people are appointed who apply their mind and do the work of the organization. People are appointed through staffing, that is why staffing is related to people.

3. Continuous Process:

Staffing is a continuous process as it continues till the existence of the organization. Staffing continues in all organizations as new people keep coming and old people keep leaving. Staffing does not just mean appointment of people; it includes all the processes from appointment of staff to retirement.

4. Complex Process:

Staffing is not an easy process; it is a complex process because it is not easy to appoint the right people at the right place. To place the right people at the right place, many things have to be done like taking tests, analyzing, etc. but still, there is no guarantee whether the person is right for the respective position or not.

5. Intellectual Process:

Staffing is an intellectual process because staffing requires mental ability. Appointing the right people to the right position requires intellectual ability because many types of analysis have to be done to appoint a people.

6. Universal Process:

Staffing is a universal process as every organization uses the concept of staffing. Staffing helps in proper utilization of human resources because business is controlled by human, that is why staffing is used everywhere in the world.
